• Expression of Interest are invited for Assessment of the Impacts of Investments and Policy Reforms in the Digital Sector in Tajikistan The World Bank (WB) is currently assisting the Government of Tajikistan (through the Ministry of Finance and Executive Office of the President) in the preparation of an investment project (Tajikistan Digital Foundations Project, henceforth referred to as the the Project) aimed at supporting digital transformation of the public administration and stimulating the development of the digital economy. The proposed Project is focused on the development of key digital public services, digital skills and selected areas of digital economy, including digital infrastructure in selected areas (with a focus on rural, remote and border regions), as well as enabling policies and regulations for the digital economy. In this context, the World Bank wishes to hire a consultant to undertake a detailed study to inform the project preparation and in particular to refine the scope of the proposed Project with evidence-based analysis and experience from other countries. The main objective of this study is to provide a solid evidence-based analysis assessing the impact of digital infrastructure and digital platforms expansion and key enabling policy and regulatory reforms in Tajikistan. The study will help demonstrate the viability and socio-economic/financial benefits of the proposed Project. More generally, the study will substantiate the links between digital infrastructure and digital services and poverty reduction, job creation and economic growth in Tajikistan. The scope of the work is threefold: 1. Market analysis for digital infrastructure and services 1.a) Market assessment and projections: This task will include a concise review of the digital sector (private and public digital infrastructure and digital public services) in Tajikistan. 1.b) Market gap analysis: This task will focus on the digital infrastructure availability and consist in a quick assessment of the Efficient Market Gap, i.e. the difference between existing coverage and the extent of commercially viable coverage under perfect competition. 2. Policy and regulatory gaps assessment 2.a) Regulatory gap analysis: The task will include a regulatory gap analysis to identify key legal, regulatory and policy bottlenecks that constrain investment opportunities in digital infrastructure (telecoms and data) and to measure the opportunity to reduce the digital divide through good regulatory regimes and investment policies. 2.b) Policy options to maximize the mobilization of private capital and to better contribute to the gender agenda: The task will identify current constraints to private investments in the digital sector, as well as opportunities and ways for the country to better mobilize private capital by building the enabling environment for resilient and inclusive digital development. The task will also assess how the policy and regulatory framework could be adapted to help reducing the gender gaps in the digital sector in Tajikistan
