• Skills and Employability Enhancement Project - CS22 Awareness Media Campaign Approval Date: 30-Jun-2020 Deadline of Submitting EOI: 31-Mar-2023 11:59 PM Manila local time Estimated Commencement Date: 01-Jul-2023 Estimated Commencement Date: 180,000 USD Engagement Period: 24 MONTH Objective and Purpose of the Assignment Purpose of the Assignment The key purpose of the Awareness Media Campaign is to make potential clients (female and male job seekers, youth and migrant workers) for the new Job Centers and the new Migration Service Centers (MSC) aware of what services are available and to attract clients to these centers. It is desirable that the following messages be developed: (i) that careers in technician and technological fields are in high demand and offer attractive wages for both males and females; (ii) encourage youth and women to enroll in the new Job Center programs particularly in the three priority sectors thereby boosting enrolments at the new Job Centers; (iii) to encourage parents and those who influence women to understand that women also need to take part in technical and vocational training; (iv) make potential clients of the Job Centers aware of the incentives for enrolment (stipend for women, free training, free accommodation and free transportation); (v) make those thinking of migrating to find work aware of the services available (free pre-orientation sessions, free skills training in construction, free language training, and upgrading of ICT skills); and (vi) make migrants aware of the advantages of getting information from MSCs (more likely to find employment, less likely to be taken advantage of, how to protect yourself in a foreign country). At the regions, the information campaign will be facilitated by the Job Center and MSC Directors and their staff. 10. The media campaign services shall start in early Q3 2023 and last for 24 months. Delays in construction may result in a shift in the start of the campaign. The media campaign should focus in the areas for the new centers. The new MSCs will be constructed in Khujand, Bokhtar, and Vose, where a large number of youth migrate to find employment, but currently no pre-departure service centers are available. The Dushanbe Job Center will serve as the 4th MSC. The Job Centers will be constructed and equipped in Dushanbe for tourism, Rogun for energy, and Dangara for agriculture. The message for the MSCs will be similar in each of the 4 areas but the messages for the Job Centers should emphasize the specific industry focus of each center.
