Description:
Tenders are invited for Tajikistan - Distribution System Loss Reduction and Modernization Strategic Program With the goal of supporting the achievement of achieving loss reduction targets set by the governmentin the electricity distribution sector, the objectives of the assignment are to:1. Identify options for (i) rehabilitation and upgrade or the distribution network; (ii) improvement and modernization of metering infrastructure and meter data management system (interface meters between distribution company and transmission company, network meters, and retail meters), building upon the recently developed feasibility studies for AMI system; (iii) improvement of billing system, customer information system and improvement of business processes of Shabakahaye Taqsimate Barq (STB) - distribution company). The assessment shall also consider the implementation of a Geographical Information Systems (GIS) platform for mapping family of network assets, customers and the Customer - Network Link (CNL).2. Based on an economic and financial analysis of the options identified, develop a short, medium and long-term priority investment program for distribution system performance improvement, to inform the government-s strategy to achieve loss reduction targets.
